To find this fare, go to the ITA Matrix, select the One-Way option and enter in the airport codes.  After you click on ‘Search’, a calendar will show up listing the lowest fares for each day.  Once you click on the fare, another list will pop up that will show you the airline that offers this rate.  ITA Matrix is a powerful tool that lets you do advanced search for flights, but the drawback is you can not book the flights directly from the website.  Once you see what airline offers the flight that you want, go to their website and book it from there or another Online Travel Agency (OTA) like www.kayak.com.
